Bikian also emphasized on things such as receiving laboratory demands from the executive bodies of the province and municipalities and other related matters. Provincial level projects considered the position of technical and soil mechanics laboratory to be sovereign and considered the laboratory, along with other elements of the project, as the quality control arm of the government to improve the quality of the projects. In this meeting, it was decided that in the next meeting of the railway project of the province, which will be held in the office of the honorable deputy of coordination of civil affairs with the presence of all the contractors and respected employers, a report on the actions and activities of the soil technical and mechanical laboratory will be presented by the director of the province in order to remove the various obstacles of this project. The project should be discussed and problems solved.
