The head of the Center for Assembly Affairs and Contract Supervision of the Ministry of Roads and Urban Development also called for strengthening the company's governance position and reducing its tenure.

Based on this, it was decided to make use of the capacity of the law of the seventh development plan and to provide provisions relevant to this issue in it, to provide the possibility of maintaining the laboratory company as a state-owned company among the companies of the third group of the law on the implementation of general policies of article 44 of the constitution.

Changing the nature of the company to the national organization for monitoring construction projects of the country was another mechanism that was emphasized. It should be noted that the Soil Technical and Mechanics Laboratory Company has been in the transfer list since 1390 until now, and since then all the Ministers of Roads and Urban Development have requested to preserve the state nature of the company through numerous letters to the government and the Ministry of Economy.
